9,160 PointsMost browsers and user agents will first look at the HTTP headers to find encoding information there. Also some browser will infer the correct coding anyway or set their default encoding.
Look at chrome: Settings => More Tools => encoding => automatically (most of the time it is set to UTF-8) The problem is when the browser set the worng encoding with this setting but that does happen rarely
