What is it important to add the JavaScript code?

I implemented the below JavaScript code, and I realized it wasn't populating the list. Then I took a look at my HTML and I didn't have the <li> the list order inside HTML. Once I added the <li> it showed. I guess my question is, what's the point in having the JavaScript code there if it is already showing through the HTML? ~~~ JavaScript Code

Hi Kyle, In this case it's more of an exercise in using an array and "marrying" it with HTML than I feel it's a practical application to use on a website, but I'm a beginner myself, perhaps others have more input.
