The character set of a page is set in a meta tag. But if your question is what is a character set it means well... the set of characters to be used. For example, Chinese characters look nothing like English characters :) So you have to tell it which set of characters should be loaded in. That being said, utf-8 is the most common character set in use on the web (or what I've read anyway). Good luck!
