What can be the value apart from "Treehouse loves"do I need a plus sign as well?

Since you're passing in a variable holding a string, rather than the string itself, you don't need the quotes around the parameter.

subject = "Treehouse loves {}".format('Frank')

name = "Frank"
subject = "Treehouse loves {}".format(name)
