The only thing wrong with your code is you have the var
keyword in the wrong place. You use this keyword when you first create the variable. So, it needs to go before the first userName
usage.
var id = "23188xtr";
var lastName = "Smith";
var userName = id.toUpperCase();
userName += "#" + lastName.toUpperCase();
