When I added my Contact.html it opens on the dock by itself not with the rest of the other tabs.

You can just click contact.html on the dock and it will open with the other tabs so you can access and edit it. If you are trying to get the feature for it to auto-open to work regardless, can you describe what method you used to create the new file?
