The code will be like this. meta tags always goes inside the head element.

<!DOCTYPE HTML>
<html>
 <head>
   <meta charset="UTF-8">
  </head>
 <body>
  </body>

The meta tag should go inside the head tag. Also, make sure you don't have multiple pairs of html tags.
