Why am I not seeing the initial changes within style.css when using visual studio code with the zip download?

I have been using Visual Studio Code with zip files to follow along. Does this have to do with where the downloads are being stored? I was able to follow along in the previous video and figure out the href="css/normalize.css" but this has me stumped.

Thanks in advance for any help!

Have you pointed to the download location in the href of the link tag of the normalize.css fine?
