As with most HTML tags 'pre has it's own semantic meaning, the role of a 'br' tag is specifically for a line break.

This being said, you should avoid using HTML methods to give elements more vertical spacing, you should define spacing for elements using CSS, this will give you more versatile and reliable results across browsers.
