You forgot to insert the beginning of your <nav> section, there's only a closing tag in your code. Also, you should put if after the link, not inside it.

Here's what your code should look like

<!DOCTYPE html>
<html>
  <head>
    <meta charset="utf-8">
    <title>Nick Pettit</title>
  </head>
  <body>
    <header>
      <a href="index.html">
        <h1>Nick Pettit</h1>
        <h2>Designer</h2>
      </a>
      <nav>
         <ul>
            <a href="index.html"><li>Portfolio</li></a>
            <a href="about.html"><li>About</li></a>
            <a href="contact.html"><li>Contact</li></a>
         </ul>
      </nav>
    </header>
    <section></section>
    <footer>
      <p>&copy; 2013 Nick Pettit.</p>
    </footer>
  </body>
</html>
