Why isn't my contact page formatting to the two column layout?

It doesn't look like you linked your CSS file to the contact page. When doing the exercise it has you link the css file (responsive.css) below the main.css file.

Also make sure your window is stretched past 480px wide.

you need it linked to ALL THE PAGES. Don't said you had it link to the about page "by mistake". lol
