why my css file cant be linked

Hi im coding using sublime text 3, I have a problem where the css cant be link. I already put all the file according to the instruction, the main.css already inside the css. this is the code: <link rel="stylesheet" href="css/normalize.css"> <link rel="stylesheet" href="css/main.css">

I put the background orange on the main.css, but once I view it on the browser it doesnt cchange why?

Maybe this link works better?

<link href="css/main.css" rel="stylesheet">

Or did you forget to save the file and refreshed the page? Or maybe you forgot to place the link inside your <head>?
