Why the background does not change to navy?

The background does not change in to navy even though I followed all of the steps.

the new file I added is "responsive.css"

the media query is
"@media screen and (min-width: 480px;) { body { background: navy; } }"

the link in the html files is " <link rel="stylesheet" href="css/responsive.css">"

wrong way: "@media screen and (min-width: 480px;) { body { background: navy; } }"

right way: @media screen and (min-width: 480px) { body { background: navy; } }
