why do browsers have user agent stylesheets today? are there websites without styles today?

9,128 PointsI think HTML without stylesheet simply cannot be displayed: you'd just see a DOM tree like with XML.
The purpose of agent stylesheets is to display HTML to make it easily legible. Also, if author stylesheet fails to load, agent stylesheet will take over retaining legibility of the webpage.
