One reason for using RGB instead of a Hex Code would be so you can alter individual colours in the mix very specifically. Like if you want to reduce the Blue by five points you only have to change one number.

Same goes for HLS, you may want to just change the Hue a little bit. It'd take a little more time having to recalculate the Hex Code.

Whereas you need to re-calculate an entire hex code just to change that Blue value, or that Hue value if you're using HLS.
