Working on an SVG on my local machine

I am following along the SVG videos but i am using my own text editor ( sublime ) so i can save the file add comments and then use these as a reference. I download the associated files and then copy and paste ( and re arrange indents etc. if needed ) into sublime but it seems i cant get the SVG to animate. I would like to know if i am doing something wrong or is it not possible to work on SVG`s "offline". My default browser is chrome.
