How is it possible that you can go from the bottom of the page to the top of the page with a id in this case "#top"? Because I don't fully understand how it works. I thought it was only possible with javascript or css.

You need to give the id "top" to the top most section and add a link to the the text, image or button on which once clicked should go to the element which has an id "top".
