C# - Throwing Exception - Challenge Task 1of 1 - Throw System.Exception if the value is outside of the range.

I am unable to figure out the solution, Can someone please guide me where i went wrong.

Program.cs 
int value = int.Parse(Console.ReadLine());

if(value < 0 && value > 20)
{
   throw new System.Exception();
}

try 
{
    value = value;
}
catch(Exception)
{
    Console.WriteLine("Not Good");
}

Console.WriteLine(string.Format("You entered {0}",value));

I figured out the answer:

int value = int.Parse(Console.ReadLine());

try
{
    if (value < 0 || value > 20)
    {
        throw new System.Exception();
    }
}
catch(Exception)
{
    Console.WriteLine("Value is out of bounds!");
}

Console.WriteLine(string.Format("You entered {0}",value));

I cannot figure this out. I tried first and then saw this answer, but even this answer doesn't work for me. I copied and pasted but no luck. I keep getting, "Did you throw an exception when the value is less than 0 or greater than 20?"
