Cannot convert file to mp3. Please Help.

I am working on a project for a memorial event and I was sent a file. and cannot get it to open. The file is from a digital recorder. The idea was to have the file sent to me and then I would figure out how to convert it into a mp3. Every attempt has failed. some error messages read: "File can not be identified". I have pasted the file below.

It might save time to ask the source what format the file is in. Also, if you have a dump utility it's possible that the first few bytes contain a signature that could be a clue to the format.

And rather than exchange emails in the open forum, it might make for easier sharing if you placed the file in a Git repo or some service like Google docs.

Hey Steven. Thanks so much for the information. I copied the link below if you'd like to take a look at it. I'm still a newbie to the tech world, so what I am trying to accomplish might be beyond my capabilities. Any assistance is greatly appreciated.

This file contains these strings in the first block:

MS_VOICE
SONY CORPORATION
msvlpecw.spi
Roman Ariel, 050804

I'm not sure what the last two are, but based on the first two (and a bit of online research) I suspect this is a file may be from a Sony ICD-R100 voice recorder.

Sony provides a free utility for converting such files into other formats: ICS Converter Utility.
