I feel like i'm close but I don't understand the question fully. Any help?
ALTER TABLE t_movies
ADD COLUMN fk_genre_id INTEGER,
ADD CONSTRAINT FOREIGN KEY (t_genres)
REFERENCES t_genres(pk_id);

But the name of the foreign key should be the same as the column you are adding, "fk_genre_id" (not "t_genres").
