I followed the video completely, but I'm probably missing something simple like a spelling error. The one thing I'm not entirely clear on is the part about [PLURAL RESOURCE] "/api/v1/recipes" or "api/v1/<int:id>". I tried it both ways and Its doesn't pass regardless

You are right, you do have a spelling error in the last part of recipes.py (api.add_resuorce
), however there are a couple more things you will need to change.
The Plural Resource part is basically asking you to have the plural form of the resource in the url of both of your resources.
The id parameter in the singular resource (Recipe/Ingredient), would be added on to the url in order to identify a specific recipe or ingredient. But they would still be within the plural resource.
So for recipes.py:
api.add_resource(
RecipeList,
'/api/v1/recipes',
endpoint='recipes'
)
api.add_resource(
Recipe,
'/api/v1/recipes/<int:id>',
endpoint='recipe'
)
And the same would apply for ingredients.py.
