Create Portfolio

Someone who is trying to get into web development and did not go to college for web development what is the best way to create a portfolio?

The best way to create a portfolio is to work on projects that you want to do. You should be working on things that interest you and try and improve your development/programming skills while doing so. I would say that the most important thing is to stay consistent with working on these projects. Therefore, I would suggest finding someone or a group of people that are interested in the same things you are. I have found meetup.com to be really good for meeting like-minded people, but online forums like stackoverflow, treehouse community, reddit, etc. can also be a good place to meet people and share ideas. If you need ideas on what projects to do, there is plenty of ideas online.
