Do I have to......

Do I have to finish all of HTML to move onto CSS?

I am going to help my cousins brother make a website and I need to know CSS to do it.

I just need to know

Hi!

Knowing HTML is really an important part of writing CSS. It is important to see how CSS selectors and etc link up with the HTML. Beyond the basics though you can start to move onto CSS pretty quickly. You don't have to bother sitting there and learning every single element and what its purpose is; I'm an employed web developer and even I don't know. There are some that you will barely ever use anyway.

I would say just learn both at the same time and see how that works out.

You should learn both simultaneously, in my opinion. HTML is structure and CSS is the style. After learning even a slight bit of HTML, you are going to find yourself wanting to add colors, change font sizes, change widths and heights, and all sorts of good stuff. Therefore, I would learn both together, and HTML without CSS is VERY limiting, not to mention boring, and CSS without HTML is essentially like buying a bunch of paint supplies, but not buying a canvas on which to paint.
