I always see Steven Parker on the forums helping people, he seems like a cool person and I was just curious if he has the most points here.

You can always see the current point and badge leaders on the Leaderboards page, which (besides that link) can be accessed from the menu at the top of the Community page.
The positions are always subject to change, and at the moment I do seem to be on top of the list for overall points; but I'm not among the top 10 for badges. You can also filter the leaderboards by specific topics and for the current week, month, or all time.
