Finally, place the top <ul> inside an element that represents a major section of navigation.

I feel as though I have this correct. I do not know if this question is poorly worded and I am confused, but can someone please help? Thanks

You've put the <header> in the <head> element. This should all be going inside the <body> element. As a result, you have also put the <section> around the wrong elements.
