Freelancing question

From learning the front end stuff HTML/css/JavaScript I had in mind wanted to become a freelancing dev/designer for website for local businesses then reaching out. I can built site with plan HTML/css and still looks good for minimal stuff. But the past few weeks I have been reading more about Wordpress and for me this seem the way to go for the bigger clients that want so way to manage what they can post edit on sites. Should I learn PHP before diving into Wordpress? When I am doing Wordpress should I be building from bottom ie start with underscore temp and not these premium ones you see? Is the Wordpress course and php on here going to give me the skills and confidence to build website and charge for them?

It would help to know some php before starting wordpress. Wordpress has it's own ecosystem, and so much of what you would be doing is the "wordpress" way, using things like prebuilt functions, filters, or actions to do something. As far as where you start, that entirely depends on what the need of the project is. Don't oversell your client, but don't undersell them either. As a responsible freelancer, it's your responsibility to make sure that doesn't happen, as you're the professional in this space, they aren't. This is where some of the anomisty a client may have towards a freelancer comes from, as they were either undersold or oversold. Some clients are just crazy, and those are the ones to fire or not work for in the first place.

As far as skills and confidence, it should, but that really does depend on how much time and energy you put into it.
