You have all of the correct text that you need, so awesome job there! The issue is just with the nesting order. The anchor tags need to be nested inside the list tags.

<!DOCTYPE html>
<html>
  <head>
    <title>Lists and Links</title>
  </head>
  <body>
    <ul>
    <li><a href="cakes.html">Cakes</a></li>
    <li><a href="pies.html">Pies</a></li>
    <li><a href="candy.html">Candy</a></li>
    </ul>
  </body>
</html>
