This is dependent on your style but developers typically build their media queries around the most popular device sizes for mobile, tablet and desktop.
For example:
Many desktop screens are 1024 so you desktop media query max width could be 1024, anything above that will be white space either side.
So the max-width is personal preference or designs you follow there is no set max-width you must do for each media query
