How do I add a column for a foreign key with constrain referencing another column of another table?

You didn't say for what kind of database, but it will probably be this or something close to it:

ALTER TABLE mytable ADD mycolumn columntype;
ALTER TABLE mytable ADD FOREIGN KEY (mycolumn) REFERENCES othertable(othercolumn);
