I am using a windows computer and when I rename the style file that goes into the sass folder the files name becomes style.scss but the the itself still is a css file and not a scss file. If anyone can help with this it will be greatly appreciated. Thank you

28,558 PointsFile extensions are hidden by default on Windows, so you can't change them without changing your view settings.
If you are using Windows 8 or 10 you can do so by simply clicking on the "View" tab found in the file explorer window and then clicking on the "File Name Extensions" checkbox that is found near the right side of the panel.
If you are using Windows 7 or found my instructions unclear then you can take a look at this guide. Which gives more info on file extensions and contains instructions for both Windows 7 and Windows 8/10 with images which should make it clearer than having it described by words alone.
Edit: Added link to article with more detailed instructions.
