Hiya D'airreon!! First off, i'd like to introduce you to "<ul>"(unordered list) tag. The "ul" tag has two parts and since HTML is a markup language(i mean duh!), you're gonna have to add your words in "li" tags whether its an "ul" or "ol"(ordered list). There you go with your first part of the challenge. For the second part, all ya have to do squeeze "<a>"(anchor) tag in your list and dont forget the "href" attribute. Attribute "href" just redirects you to a link you mention to your "href". Anyways here is the code for your reference:
