I didnt understand the request

This is the question,

Place the ul, h1 and p elements at the top of the page inside an element that represents a group of introductory content.

I think it means the header element. Here's the W3C spec for it: https://www.w3.org/TR/html5/sections.html#the-header-element. So, your markup should look like this:
