I don't understand the question.

What should I do ? The <h1> is there, the listed are all <ul></ul>. The sentences are all <p></p>

I just don't understand the question...

Think of one of the grouping tags that is associated with the navigation links and introductory h1 and p tags. Out of the <header>, <nav>, <section>, <footer>... Which one of these are most appropriate to wrap around the ul, h1, and p tags to make your code more semantic.

Hi Wilson, the question is a bit confusing :) but they are asking you to put the top ul, h1 and p tags in another set of tags that you would expect at the top (the header), like so:
