A few things... First, you left out the Cakes, Pies, and Candy text inside of the anchor tags. Second, the html links are case sensitive, so they should be cakes.html, pies.html, and candy.html. See below:

<!DOCTYPE html>
<html>
  <head>
    <title>Lists and Links</title>
  </head>
  <body>
  <ul>
    <li><a href='cakes.html'>Cakes</a></li>
    <li><a href='pies.html'>Pies</a></li>
    <li><a href='candy.html'>Candy</a></li>
  </ul>
  </body>
</html>
