Step 1 looks good. This is the code for step2:

public boolean hasTile(char tile) {
    // TODO: Determine if user has the tile passed in
   return tiles.indexOf(tile) > 0;
  }

the indexOf method returns the index of where the character is located. If the character is not in the String, it returns a -1.
