I'm pretty sure here they have plenty of practice courses at Treehouse. Also for css and html? Its everywhere, just google it. Freecodecamp.org, codecademy, Mozilla, etc.

If you want to retain what you learned it might be worth looking up how to learn as well. Make It Stick is a good book for this. For example, you want to force yourself to recall things as much as possible, which means taking time in between learning sessions or changing up what you are learning in one session to force your brain to do more recall.

What I would do, is either retake the courses or try to use what you have learned to create a website from scratch (assuming you have already taken the HTML course).

If you choose to build a website from scratch try not to look back at any resources, unless you absolutely have to. This should help you retain the information.

If you don't want to pay for a web host, you can just create a folder on your computer with an HTML and CSS file inside of it then use your web browser and type in the path to your website (example: C:...\documents\website\index.html)
