in the rgb function the value rgb represent ------100%white while value rgb represent --------------100% black.

The previous answer is correct. RGB (0,0,0) is the absence of all color.and is black because nothing is reflected. White reflects the full spectrum. RGB (255, 0,0) for instance, is reg because the full red spectrum is reflected back. be sure to use proper notation when answering.
