Does text-align: center; property doesn't work if dislplay: inline property has been used?

It’s meant to behave that way. Inline elements take only as much space as they need. Not only will text-align declarations not work but also padding and margin declarations will fail to take effect. If you want to center align text, use inline-block instead.
