You are using html in css, fix that and it'll work.

i did that and a bummer kept coming where actually should i place it

Try putting them all in the same code block, removing the paragraph elements.

body { 
    text-align: center;
    background-color: lightblue;
}

or even better, add your background colour to the p element selector.

p {
    background-color: lightblue;
}
