Maybe I do not understand a question , this solution works fine at my comp. No idea why it is not passing test .

You don't want to compare against MAX_BARS here. As the go kart may have already driven some.

You want to compare against the number of bars the go kart would have left.

if(laps > barsCount) {
  //throw exception here
}
