My CSS is not connecting with my HTML. Code with rel is in place but CSS won't appear in preview.

Hi, I'm trying to build a site for practice starting with HTML and CSS. I've written out my HTML and linked it to a stylesheet. I've added a normalize.css as well. But my CSS sheet won't appear in my HTML.

Is it my file structure on my device? I'm using Visual Code Studio to write, and I tried creating a file structure after I wrote out my code. Is that my problem, because I've followed how to connect CSS and HTML through 'rel' but it's not coming through.

check the typos in both locations ( in-coding/your pc). If you can take a screenshot of your work we can figure it out for sure.
