Just from what I'm seeing, it looks like you're missing an opening <form> tag.

Anika,

Jose is correct. You are missing the opening <form> tag.

The fixed code should look like so:

  <h1>Shirt Order Form</h1>
    <form>
      <select id="color" name="shirt_color">
        <optgroup label="Shirt Color">
         <option value="red">Red</option>
         <option value="yellow">Yellow</option>
         <option value="purple">Purple</option>
         <option value="blue">Blue</option>
         <option value="green">Green</option>
         <option value="orange">Orange</option>
        </optgroup>
      </select>
    </form>
