Question about Web Stack

I am almost done with the Full Stack Web Dev Track, have started my final project, but I'm confused on a few things:

Can I use Vue.js to access my own API, which allows me to build static templates with JS?

Or do I use Flask-wtForms to build static content, and use JS to add the interactivity?

Is it just a matter of preference or is there some logic that I'm not getting?
