How do I concatenate a string to the end of my column value?
SELECT first_name || " " || last_name || " <" || email AS "to_field" FROM patrons;
Should return "Bob Joe < email@email.com >"
How do I add the ending angle bracket?

Just use the concatenation operator ("||") and then your string.
SELECT first_name || " " || last_name || " <" || email || ">" AS to_field FROM patrons;
