the ul, h1 and p tags are already done in this exercise, this question is confusing

you're asking us to place the ul, h1 and p tags to the content, that's already done in the exercise.

The instructions are asking you to place a new container element around those elements (which as you point out already exist). In fact, every task will involve creating some type of container element and putting it around elements that are already part of the page.

It looks like you've gotten a little ahead of the challenge and have already added several containers in different places! It will be easier to avoid confusion if you do only what the instructions ask for in each step.

And for task one, "an element that represents a group of introductory content" would be a header element.
