Instead of place the (ul, h1 and p), it should say to create them at the beginning and to assign them properly. I had to look this up because I was trying to put a header on the ones that were already there.

9,598 PointsI don't think that you read it correctly, or you are not understanding the question. It simply means that you should put the header tags above and below that portion of the content. I see nothing wrong with the question, and wrapping that part of the content in header tags IS the correct answer.
