urlpatterns in django - what should be url for views.hello_world?

What is view name that should be routed?

First up, you can use the same import syntax for the views as the Django docs:

from . import views

Second, your URL regular expression is looking for just a slash. You can/should remove that if you want to match just the base URL:

urlpatterns = [
  url(r'^$', views.hello_world)
]
