Task 3 is looking for you to add a label element, not an optgroup. Your code should look like this:

    <form action="index.html" method="post">
      <h1>Shirt Order Form</h1>
      <label for="color">Shirt Color:</label>
      <select id="color" name="shirt_color">

        <option value="red">Red</option>
        <option value="yellow">Yellow</option>
        <option value="purple">Purple</option>
        <option value="blue">Blue</option>
        <option value="green">Green</option>
        <option value="orange">Orange</option>      

      </select>

Here is the order and the proper tags:

<label for="color">Shirt Color:</label>
<select id="color" name="shirt_color">
//options here
</select>

The label needs to come prior to the select tag.
