What am I doing wrong!

I think it's something wrong with my coding grammar.

The problem is simple. You forgot to close the opening <li> tags and start the <a> tag. Your code should look like this

<!DOCTYPE html>
<html>
  <head>
    <title>Lists and Links</title>
  </head>
  <body>
  <ul> 
    <li> <a href="cakes.html">  Cakes</a></li>
    <li> <a href="pies.html"> Pies</a></li>
    <li> Candy</li>
    </ul>
  </body>
</html>

It looks like you are missing your opening tag here

  <li a href="cakes.html">  Cakes</a></li>
    <li a href="pies.html"> Pies</a></li>
       ^ you need to end the <li> opening tag, and start the <a> tag

should be

  <li> <a href="cakes.html">Cakes</a></li>
  <li> <a href="pies.html"> Pies</a></li>
