What if I want to make a border that hovers on the "skills" section for Example? I don't know how would I create this pseudo-class?

9,989 PointsIt's hard to answer without some context or code to look at. :hover
is the pseudoclass you would use for a hover effect. So it would look like this:
.example-class:hover {
border: 1px solid #ffffff;
}
So, that would give you a border on hover if you hover over that element.
